Council Meeting Highlights - October 8, 2025
RCMP Update
Staff Sergeant Lacey Blair attended the meeting to introduce Sergeant Brennan Willenborg to Council and provide a policing update. Overall, crime rates are down, and the RCMP remains actively engaged with local schools and the community. “Coffee with a Cop” sessions are set to begin soon, and residents are encouraged to continue reporting any suspicious activity. Beginning next week, the detachment will also be adding a police dog service and will continue to advocate for additional resources and staffing. Council expressed appreciation to the RCMP for their service and community presence at summer events, including the Harvest Moon Festival, North Peace Stampede, and Canada Day celebrations.
Appointment of New CAO
Council officially welcomed Olive Toews in her new role as the Chief Administrative Officer for the Town of Grimshaw. Olive brings extensive leadership experience having previously served as CAO for the Village of Berwyn and as the Director of Legislative Services and Human Resources for Northern Sunrise County. Most recently, she held the position of Director of Finance for Northern Sunrise County. Olive holds a Business Administration Certificate, an Advanced Certificate in Local Authority Administration, and has earned the Certified Local Government Manager designation. She will begin her role on November 3, 2025.
Domestic Animal Control Bylaw 1195
Council approved all three readings of an update to the Domestic Animal Control Bylaw 1195, which increases the number of allowed chickens from four to six.
Fees Schedule Bylaw 1153
Council reviewed the Fee Schedule Bylaw, which outlines the fees charged by the Town of Grimshaw that includes but is not limited to administrative services, rentals, multiplex memberships, permits, dog tag fees, property tax penalties, and assessment appeal fees. Council directed Administration to make amendments and bring the bylaw back to an upcoming meeting for Council’s consideration.
Grimshaw Flying League Agreement
Council reviewed the agreement with the Grimshaw Flying League and directed Administration to discuss the agreement with the Grimshaw Flying League and bring back a recommendation to Council regarding the contract.
County of Northern Lights FCSS Support Services Agreement
The Council reviewed the agreement with the County of Northern Lights which outlines provisions and funding for Family and Community Support Services (FCSS) provided by the Town of Grimshaw for residents of the County of Northern Lights. Council directed Administration to contact the County of Northern Lights to discuss the agreement and bring an update back to an upcoming Council meeting.
Councillor Appreciation
Council acknowledged and thanked Wendy Wald, Stephen Hennings, Carmen Johnson, and Bob Regal for their service on Council. Wendy served on Council for two terms (one as Councillor and one as Mayor), Stephen as Councillor for two terms, Carmen as Councillor for one term, and Bob returned to Council in a bi-election as Councillor in August of 2024.
Council will host its Organizational Meeting on November 3, 2025, at 6:00 p.m., where the Council will be sworn in, and the next Regular Council Meeting will be held on November 5, 2025, at 7:00 p.m.
