Mile Zero Regional Multiplex - Concession Operation - Request For Proposal

The intent of the RFP is to source the services of a food service provider to undertake the operations of the year round service of the Canadian Natural (concession) at the Mile Zero Regional Multiplex in Grimshaw, Alberta.


The Mile Zero Regional Multiplex is a hub of activity year round. The Grimshaw Shared Schools Facility - Grimshaw Public (K-12) and Holy Family (K-9) schools are attached to the Mile Zero Regional Multiplex, as each school is utilizing the multiplex’s Field House (3) full size gymnasium courts, as their gymnasium space with over 700 + students in the building on a daily basis. The Mile Zero Regional Multiplex is also home to the Grimshaw Huskies NPHL Senior Men’s hockey team, Grimshaw Minor Hockey Association and the Grimshaw & District Figure Skating Club along with a large number of community groups and sports programs, training and tryout camps, large special events, and numerous sport tournaments throughout the year.

The objective for this RFP is to award a three year concession lease agreement with a food service provider. The lease will begin effective September 01, 2019 (earlier access to the concession could be negotiated between the town and the successful applicant) and the lease rates will be set as follows: September 01st to March 31st the monthly lease rate is $1000.00 + GST and from April 01st to August 31st the monthly lease rate is $ 250.00 dollars + GST.


The standard operational hours for the Mile Zero Regional Multiplex during the winter season (September1-April1) will be dictated by scheduled league play and rental groups typically operating up to 11:00 p.m. and during the spring/summer (April 1 to August 31) the operational hours will be governed by programming, private rentals, sports tournaments and special events.


The Town of Grimshaw will provide the following:


  • Designated space in the Mile Zero Regional Multiplex to operate a food service operation. The size of the Concession room is 526 square feet and the walk-in cooler is an additional 70 square feet in size. There is limited storage space available in the building for the concession operator.

  • The Town of Grimshaw will be responsible for the basic utilities such as water, electricity and garbage receptacles.

  • An outline of the town owned (concession equipment listing) may be obtained from the Director of Community Services.


Proposal Requirements:


  • Year round operation – specific hours of operation may be negotiated with the Town of Grimshaw.

  • A proposed menu with detailed pricing. Offering both healthy choice and fast food options.

  • Purchase a Town of Grimshaw business license.

  • A resume of experience in the food service industry and references.

  • Lessee responsible for routine/prescribed maintenance of all provided concession equipment.

  • Lessee to provide all routine custodial services for inside the concession premises and is responsible for the daily cleaning of the public eating area tables and floor space along with emptying all garbage cans in this area and dumping into outside bins.

  • Agrees to only sell beverage products which the Town of Grimshaw has entered into a product service agreement with Pepsico.

  • Lessee is responsible for the annual professional cleaning of the range hood and exhaust fan as well as the draining of the deep fryer oil in an environmentally responsible manner.

  • Lessee is required to provide all small wares (kitchen cooking utensils).

  • Provide WCB coverage, 2 million liability insurance coverage, Food Handlers certification and food permit from Alberta Health Services. Additionally the lessee is required to carry their own contents insurance.

  • Provide the Town of Grimshaw with a Safety Plan.

  • Lessee is responsible for providing any desired security for the concession premises.
